This is a very good question and actually all statements are true.

DHA Promises only following.

Affidavit files can get allocated anywhere in the unballoted area (all area purchased after the ballot) regardless of the its underlying Mouza.

However mostly DHA will do following which is correct as per above statement.

Affidavit files are of only unballoted area of a specific Mouza which later got purchased by DHA  and will be balloted later. Examples may be villages/ disputed areas in the peripheries which were not cleared at the time of previous balloting. Plot location will be somewhere within the mentioned Mouza on the Affidavit.

and the following  is also remotely possible but basically a selling gimmick as the chances may be very very rare but again it goes by the first statement

Affidavit files available can be of any already balloted area, with plot no. allocated. There are some balloted plots with DHA themselves and which they haven’t sold them yet. So, you could still be able to see your affidavit getting a plot in A Block of Prism.
