Pakistan presented a proposed housing and real-estate reform framework on October 7, bringing financing, property records and construction approvals into one policy discussion.

Planning Minister Ahsan Iqbal chaired the eighth National Economic Mission meeting under Uraan Pakistan. The proposals target 300,000–400,000 homes annually and mortgage finance reaching 5% of GDP by 2035.

What the Pakistan housing reform framework proposes

The presentation envisages digitising land records, permits, valuations and transfers by FY2029. It also includes one-window construction approvals, escrow payments and incentives tied to verified construction milestones. Iqbal advocated vertical development to reduce pressure on agricultural land.

These remain proposals. The official reform announcement does not establish an application process, new buyer entitlement or immediately enforceable escrow requirement.

The financing challenge

A separate October 7 Finance Division update reported outstanding housing finance of PKR426 billion at end-September, up from PKR323 billion in June.

Under the Wazir-e-Azam Apna Ghar Program, PKR76 billion had reached 13,214 borrowers, while PKR350 billion in approved loans awaited disbursement. The committee also called for practical financing products for developers and builders.

Imlaak analysis: What property buyers should watch

For buyers, the next useful evidence will be implementation documents: eligibility requirements, participating lenders, published procedures and any binding rules.

Our assessment is that delivery will matter more than headline targets. Approvals awaiting payment cannot be treated as money already available for purchases or construction, and a proposed digital system does not demonstrate that a particular property’s records have been verified.
