Punjab Undocumented Land Transfers Ban Enforced

The Punjab government has enforced a strict Punjab Undocumented Land Transfers Ban to bring transparency, legality, and stronger regulation to land transactions across the province. Under the new directive, land mutations will no longer be approved or registered on the basis of oral or undocumented agreements in non-inheritance cases.

According to provincial revenue authorities, the ban applies to land transfers involving sale, mortgage, exchange, and gift transactions. From now on, only transfers supported by a properly registered legal instrument will be recognised for mutation and official land-record updates. Any transaction lacking formal registration will be deemed invalid for mutation purposes.

However, inheritance-based mutations have been excluded from the ban and will continue to be processed under existing laws. Officials clarified that the objective of the Punjab Undocumented Land Transfers Ban is to eliminate fraudulent practices, curb manipulation of land records, and prevent illegal transfers often associated with land mafias and undocumented dealings.

Following the notification, divisional and district-level revenue officers have been instructed to strictly enforce the new rules. Deputy commissioners, assistant commissioners, tehsildars, and naib tehsildars across Punjab have received formal directions to ensure immediate and uniform implementation at the grassroots level.

Authorities have also warned that any violation of the ban — or facilitation of undocumented land transfers — will result in disciplinary action against the concerned officials under applicable service rules. The government views this move as a major step toward strengthening public trust in the land-revenue system and safeguarding property rights.

The Punjab Undocumented Land Transfers Ban has taken immediate effect, with officials emphasizing zero tolerance for non-compliance and a firm commitment to documentation-based land governance across Punjab.
